Het eHealth-platform (FR: Plate-forme eHealth) is bij de wet van 21 augustus 2008 opgericht als openbare instelling met rechtspersoonlijkheid[1]. De wettelijke opdracht is om via beveiligde elektronische dienstverlening en informatie-uitwisseling tussen alle zorgactoren de kwaliteit en continuïteit van zorg en de patiëntveiligheid te optimaliseren, administratieve vereenvoudiging te bevorderen en het gezondheidsbeleid te ondersteunen[1]. Concreet belast de wet het platform met het gratis ter beschikking stellen van elektronische basisdiensten, waaronder vercijfering tussen verzender en bestemmeling, gebruikers- en toegangsbeheer, een beveiligde brievenbus, elektronische datering en pseudonimisering/anonimisering[1]. Daarnaast moet het ICT-gerelateerde functionele en technische normen, standaarden, specificaties en basisarchitectuur vastleggen[1].

Het platform is federaal en organiseert de uitwisseling tussen alle zorgactoren[1]. De implementatie van het verwijzingsrepertorium kan slechts na beraadslaging van de kamer sociale zekerheid en gezondheid van het Informatieveiligheidscomité (IVC)[1]. Raadpleging van het verwijzingsrepertorium door anderen dan de betrokkene kan slechts met toestemming van de patiënt[1]; die tekst van art. 5, 4° werd vervangen bij de wet van 23 november 2023[1]. Dat het IVC sinds de wet van 5 september 2018 de rol van de afdeling gezondheid van het Sectoraal Comité overnam, staat in de claimtekst maar niet in het citaat (niet letterlijk geverifieerd).

Het platform deelt zijn leiding met de Kruispuntbank van de Sociale Zekerheid (KSZ): Frank Robben is administrateur-generaal van beide en daarnaast ambtshalve, zonder extra vergoeding, lid van de raad van bestuur van het Vlaamse agentschap voor gegevensdeling in de zorg[10]. Op 13 maart 2024 presenteerde hij in de Kamer de architectuur van de eHealth-diensten[11].

Informatieveiligheid en NIS2: volgens een stafpresentatie (30 januari 2026) is de NIS2-regelgeving sinds oktober 2024 van kracht voor de KSZ en het eHealth-platform, en werken ze met de KSZ-werkgroep informatieveiligheid aan gemeenschappelijke beleidslijnen[7]. Het conformiteitstraject voorziet een eerste meetpunt op 18 april 2026[7]; DPIA's volgen een cyclus van 36 maanden per verwerking[7]. De Belgische NIS2-wet trad op 18 oktober 2024 in werking[12]; zie NIS2 en cyberbeveiliging in de zorg. Vertegenwoordigers van het eHealth-platform stelden samen met psychiatrische ziekenhuizen en Zorgnet-Icuro een NIS2-risico-inschatting op met de CyFun Selection Tool van het CCB[13], en het Vlaamse beleidsdomein WVG gebruikt veiligheidsbouwstenen van Digitaal Vlaanderen en het eHealth-platform[14].

Volgens Frank Robben werden de basisdiensten in 2025 meer dan 19,02 miljard keer gebruikt[3], werd het portaal MyHealth 245,7 miljoen keer geraadpleegd (niet expliciet gedateerd)[3] en hadden meer dan 11,6 miljoen Belgen (97,8%) hun geïnformeerde toestemming gegeven[3]; zie Geïnformeerde toestemming voor gegevensdeling. Dit zijn cijfers van de administrateur-generaal op zijn persoonlijke website, niet van een apart statistisch rapport.

Sinds het actieplan 2019-2021 is HL7 HL7 FHIR de voorkeursstandaard voor nieuwe gegevensstromen en interfaces[26]. Volgens het visiedocument van mei 2019 zou de migratie van eHealth-basisdiensten naar FHIR iteratief, geleidelijk en 'best effort' verlopen[40]; of dat na het actieplan 2026-2029 en BIHR (Belgian Integrated Health Record) nog geldt, is een open vraag. Het platform waarschuwt dat een omzetting van KMEHR naar FHIR zonder extra codering en structurering weinig meerwaarde biedt en dat een 'big bang' niet mogelijk is[26]. Bij volledige uitval van de metahub blijven volgens het eHealth-platform, 'op basis van de informatie waarover wij beschikken', sommige hubs werken[24]. Vitalink en de hub Vlaams Ziekenhuisnetwerk KU Leuven hebben de noodprocedure niet geïntegreerd en werken dan niet[24].
